At the time of the hearing Dr Sam Manuela was the Senior Lecturer at the University of Auckland. Dr Manuela developed the first Pacific identity and wellbeing model. He provided his expert opinion on the links between cultural identity and wellbeing for Pacific people in New Zealand.
